Earlier this year I saw a web-based solution that provided users with
subtitles to a video as well as  a synchronized text transcript. I think
all the author had to do was to run through the video once to provide
timings (assuming they already had the transcript). I cannot now
remember the name of the system (nor can I find it with Google).
 
If you know of such a system, please email me directly. I will post a
summary to the list.
