I am discussing creating menu widgets within the window of the web 
application.

One application I see that uses the menu approach in addtion to command 
buttons/icons is Yahoo mails.  In addition to the [Check Mail] button, you 
can also click [Mail] menu and selects "Check Mail".  However, unlike the 
menu for a desktop application, it does not have all the possible commands.
