Hello

My PhD is concerned with investigating user interfaces
that support visual query expression of non-lexical images. I am
currently in the process of constructing a usability specification
metric for the first evaluation of the user interface. My question
is, giving that I have no previous values and have no method of
obtaining values from past or current systems, how do I resolve the
problem of setting the appropriate values? Is it acceptable to use
developers performance and the initial values determined through
pilot testing as a starting point?

Any advice would be welcome!
