Following the courses I had at Utrecht University on Computer Assisted
Education this might help. During the development of Virtual Education
Applications we were supposed to make a list of themes, a list of topics, a
navigation bar, a list of terms, a list of points of interest and
storyboards. From that point we redefine the structure of the presentation
and add links to each page. More information can be found at the

Why don't you use a pop-up. In the pop-up there could be the definition of
the term used in the text. When the user comes at a term he is not familiar
with he could decide to click on it. Running up and down could make the
whole thing 'a nervous thing'. In my opinion the pop-up works fine, and I
don't agree with your statement 'I don't want to use a popup window, because
of all the usual problems'. What are these so called usual problems?

That might be handy. After every topic there could be a short list of terms
used within the topic, and at the end of the whole presentation there could
be a alfabetic list of terms used.

I guess most users will click all the icons first before the actually start
reading the page. As I said, a pop-up looks fine to me.
