I'm intrigued by balsamiq.com and napkee. I use HTML, Visio or PowerPoint
today. I prefer HTML where possible because it's easy to do low-fidelity
interactive wireframes, and linkage to supporting documentation. If the HTML
and the designer are good, the code can be re-used and not "throwaway". We
replaced Word documentation with HTML documentation several years ago, as it
provides us a central, interactive copy that can't be mailed around (a key
benefit for us, which may not meet your requirements).
There is a stencil for "napkin sketches" for Visio that is available for
free, so if you already have it, it can mimic some of the quick "lo-fi" look
of balsamiq. I can't recall where I got it, but you could probably find it
on a web search.
