If the design wrecks with some reasonable font resizing then the
design is not "carefully laid out".
But this is my opinion, a baby-boomer's view   :-)
I think it's OK to set fixed sized characters on printed matter like
magazines and newspapers. Not so in web pages.
I think this is (at least in my country) an outcome of bringing
graphical designers to internet design, people used to design printed
"pages" that brought exactly that experience into the design of web
"pages" full of spacer gifs. And a lack of management too, let's not
blame on the inmates ...
