Hypertext systems have been in existence since the '80s. Through out those
years, prior to the first web page was ever created, there had been studies on
ways of representing links. Underline was among the common ways.

Considering the wide variety of display environments, underline is a good
compromise. It reflects the nature of design which is often a matter of
tradeoffs.
