The short answer - No.


The long explanation:

I'm answering in my role as an educator so I am focusing on new graduates.
I don't think that Ada programmers are any harder to find than are ANY
programmers these days.  But you have to know where to look.  First check
out Mike Feldman's list of the 150 schools using Ada in their foundation
courses. Follow the "Ada in Schools" link on the SIGAda education page:

    http://www.acm.org/sigada/education/

Any student going through their first year at one of these institutions
should meet your criteria.  They may have learned OO in another langauage
in their upper division courses, but they should be able to take their OO
designs and implement them in Ada without much difficulty.

The second place to check is the AdaIC CREASE report which lists all of
the schools that use Ada in some course.  The course descriptions are
included.  There is a link to the CREASE from the "Ada in Schools" page.

There seems to be a problem matching up folks with Ada skills and folks
that need them.  At TRI-Ada I always hear complaints about the few number
of Ada programmers available.  From my current and past students I hear
complaints about lack of opportunity to apply their Ada skills.  Many
of my grads are working in C++ and would love to get back into Ada.
