FYI:

The CSS2 specs contains min-width and max-width
(http://www.w3.org/TR/REC-CSS2/visudet.html#propdef-min-width).
These two properties would allow authors to constrain box widths to a
certain range, but they are poorly supported.  That is a real pitty
since - in my opinion - these properties are the solution to the fixed
vs. fluid design question.
