Feb 18 Paper Registration: Due to briefly overlapping deadlines, authors
awaiting IEEE S&P notifications may register a SOUPS abstract of this same
work. However, authors must immediately withdraw their SOUPS paper
registration on Feb 19 if it is accepted at IEEE S&P.  No other overlap in
