I guess you're playing devil's advocate here.

I'm not sure what the situation in the USA is, but in the UK (as far as I know)
the (useless, lying, two-faced etc) government is continually trying to find
ways to make cuts in tertiary education (without actually being seen to be doing
so) and part of this is to encourage educational establishments to fund
themselves. Clearly, by funding R&D work on applications with a promising
commercial future, the government is hoping to be able to reduce the amount it
will need to spend in the future.
