I second Mike's comment here.  Over the past several years, SIGAda
working groups have come and gone; some have gone and been resurrected
even.  Just get a group of interested people together, either in
person at a SIGAda meeting (perhaps starting off with a BoF session),
or start it right here over the web.  For SIGAda's purposes, all you
need is a charter (a couple of paragraphs about what the WG will do)
and a Chair.  For other purposes, you might need additional officers
(e.g., Co-Chair when Chair can't be present at a physical meeting;
optional Secretary to take notes at meetings; optional Webmaster).

Each WG can have space on the SIGAda (actually, ACM) host.

Agreed.

I can volunteer to be "webmaster" for the WG, placing the necessary
artifacts on the web site and generally keeping things up-to-date and
relatively organized.  I do that now for ASISWG
(http://www.acm.org/sigada/wg/asiswg/).
