An easy way to get the functionality of such a mailing list without the
overhead of maintenance is to add on the "What's New" page one of these
"please inform me of changes to this page" buttons. There's a wide
range of such free services available (sorry, no suggestions now: I'm
a bit "away" from the web-world currently).
