 DREW:  What is the impact or authority of Mr. Paige's April 29
memorandum (announcing Software Engineering Reviews, dropping of
the language requirement, etc.) relative to DoDD's 3405.1 & -.2
(which I assume will still take many months to revise, coordinate,
& sign out)?

Does the memorandum actually have the immediate official policy effect
the same as revising the Directive(s)?  Or what?
