Comparing compilation speeds is always tricky.  Is Apex a fast compiler?
Not by GNAT standards on a small amount of source code.  Is Apex
a fast re-compiler?  Yes, on any significant source code bases. Particularly when
the fine-grained dependency model of Apex is able to ignore large sections of
code that would otherwise need re-compiling.  Because Apex knows exactly
what changed, and therefore exactly which units could be impacted by that
change, it avoids recompiling a unit just because a specification somewhere
in the dependency hierachy had a declaration/comment/constant change that
this unit didn't actually make use of.
