I am attempting to arrange or facilitate the arrangement of a collection of
meetings to take place at CHI 2001 that will be of interest to
organizations independent of SIGCHI.
Here are the possible meetings. If you are a member of an organization
that is independent of SIGCHI, please take a close look at the list to
determine which one or more meetings might be of interest to your
organization, then let me know.
a) organizations that could become either a CHI local sig or a SIGCHI
"affiliate," and that would like to figure out which is best
Not long ago, SIGCHI adopted a resolution creating a category of HCI
organizations it tentatively called SIGCHI "affiliates" -- HCI
organizations that remain independent of SIGCHI but that "affiliate" with
SIGCHI for purposes of exchanging information between their members and
SIGCHI (see the text of the full resolution at the end of this email). CHI
local sigs, on the other hand, are a formal part of the ACM/SIGCHI
structure. If your organization is uncertain whether it should become a
CHI local sig or just a SIGCHI affiliate, this meeting should be of
interest.
b) organizations interested only in the possibility of becoming SIGCHI
"affiliates" and the possibility of formulating a stronger partnership with
SIGCHI
This meeting would be for HCI organizations that are and intend to remain
independent of SIGCHI.
c) European HCI organizations interested in discussing the formation of a
European federation of HCI organizations
If your organization is based in Europe, this meeting should be of interest.
d) schools interested in the possibility of starting a student local sig
If you are at a school which might be interested in starting a student
local chapter of SIGCHI, this meeting should be of interest.
I suspect it would be best for these meetings to happen during the
Tuesday-Thursday (3-5 April) span of the CHI conference, but it might be
possible to hold one or more meetings on Monday (2 April).
Please let me know which of the above 4 meetings would be of interest to
your organization and whether you will have a representative attending CHI
2001 who might be able to attend the meeting(s).

Resolution on SIGCHI Chapters and Affiliate Organizations
Recognizing the diversity of sub-communities within HCI, SIGCHI shall
expand its local SIGs program as follows:
1. SIGCHI chapters include local SIGs and non-geographic interest
groups. Chapters are formally part of the ACM SIGCHI structure and must
conform to applicable ACM and SIGCHI bylaws.
2. SIGCHI affiliate organizations are independent organizations or
chapters of organizations that choose to affiliate with SIGCHI. They do
not become part of ACM or SIGCHI.
Formation.
SIGCHI encourages new or existing groups of HCI professionals to become
chapters. Applications should be directed to the Adj. Chair for Local SIGs.
SIGCHI encourages existing HCI organizations to affiliate. Applications
from the organization's governing authority should be directed to the
Adj. Chair for Local SIGs.
Before chapters are approved, their potential members and area of service
should be discussed with any overlapping chapter, affiliate organization,
or other HCI organization. There should be evidence of mutual discussion
among the overlapping groups before an overlapping chapter is approved.
SIGCHI wishes to avoid both enforced monopolies over membership groups
as well as unnecessary fragmentation of the membership. It is hoped that
members in a locality or focused on a non-geographic interest will work
out what is best for HCI in their area.
Benefits and Responsibilities
Chapters and affiliate organizations serve to exchange information
between their members and SIGCHI. They will be listed on the SIGCHI web
site and in the SIGCHI newsletter. Their activities will be promoted in
periodic email announcements. SIGCHI will provide announcements,
conference and workshop announcements, and membership information to
chapters and affiliate organizations, and may provide educational and
reference materials, when available. Chapters and affiliate
organizations will provide access to their membership for periodic
announcements and notices.
In addition, chapters may obtain web pages and email lists at acm.org.
Affiliate organizations may be linked to from acm.org pages.
