I got one response to my inquiry from Sandra (SBCR):

"At my work one of the systems we use is Drupal, what has a very good
interface for you are asking. I am not sure if you can see an example
in their website www.drupal.org."

The responder posted some screen shots with examples of how the
interface works; it allows you to build a tree-type of structure using
a GUI, creating elements at the root, and subsequent sub-elements by
specifying the parent.

If anyone wants details of this post, complete with screen shots, I'll
be happy to forward the information.
