Most styleguides (Windows, Mac etc have a note about text capitalization). In the Java L&F guidelines, see

The Windows guidelines have always been for menus and dialogs to have
title capitalization (the first letter of each word). 

Unless anyone has anything substantive to add please send any further
comments directly to Mathijs [[log in to unmask]] as I
don't really think it is worthy of the further attention of our 2,500+
subscribers).
