Thank you for your interest in web design, but I have to say your questions
are a little bit off topic. this mailing list is only about how to make
user friendly sites: the usability aspect of the site, which is not at all
the same as graphic design or html-coding.

The need for speed is something very important indeed. It's the number one
usability criteria. How to reduce the size of your file, you can learn at a
number of places:
All things web (Terry Sullivan) has
"Everyone's Guide to Optimizing Graphics"
The Bandwidth Conservation Society has only one objective: help people
reduce the size of their graphics to save bandwith...
David Siegel has also some tips & tricks on how to make your image small
and still good...

The answer is no (the font is supposed to be on the computer of the user),
but this really is not a question for this mailinglist! ;-)
It's about HTML. A better place is this newsgroup:
You should do a search in www.dejanews.com.
A good question on this list would be if it's good practise to use this tag
in your pages, because you can not be sure the user has this font...
Regards, good luck with your design, and follow this group to learn about
user friendly web design!
