We used Axure at my last job. Our internal customer threw a fit over
the quality of paper prototypes, this after she saw how they were used
on another project and agreed to their use. The paper prototypes were
not professional enough for her. We switched to Axure and she was
delighted.

It was a pleasure to have the tool. For the first phase of the
project we went through almost ten iterations of the application
design. Axure was perfect. We didn't use all the interactive
features of Axure up front but did for later phases. We surfed the
HTML prototype during requirements meetings and distributed the MS
Word specification for hand markups and as a deliverable. The
developers lived by the specification and carried it around for
discussions with each other.

The one drawback is that the HTML code is not production ready. Not a
problem given Axure's price and the fact that is is a prototype only
solution.

The only other product that we found to be similar was iRise which is
considerably more expensive.
