I would definitely be upset if I could not order as many items as I
wanted regardless of how many you had in stock at the time. The balance
of items not available would simply go on "back order".

I think I prefer a remove button and a type-in quantity field next to
each item. I always have to think about how to remove an item if
"remove" isn't present explicitly plus, like I said, I would want to
order any number of items.
