With any discussion of web site font size, I must mention Macintosh. As a Macintosh user, I'm confronted multiple times a day from web site text that too small to easily read. The worst cases are sites that use font sizes that are two or and three times smaller than 'normal' and the characters are literally unreadable (at 1024x768). The experience is frustrating and I focus that at the business behind the web site.

In this regard, my question to any web designer (or client) is, "What is the compelling reason to use a small font size?" If there is a compelling reason, then just use one size smaller than normal and be sure to test the results on multiple platforms and display resolutions.

My final comment... whatever the specific choice of font size, make sure the user can easily change the size in their browser to suit their own needs.
