 From my own experience and research, a linear wizard works better, i.e., one step, one page, assuming a step is defined as a group of related information.

I agree that showing the user their progress through the wizard is a must. The user may want to complete the wizard, but may not have the time to commit to it. Nothing would frustrate a user more than starting a wizard they expected to be able to complete quickly and then find they can't (unless you obviate that by allowing them to save the their input and return later to complete it.

Each step is one page and each page is one step. Benefit: Clarity -- click NEXT and get to the next step.2. Make the steps be at a higher level, and each step could be spread out over two pages. For example, the "Setup" step includes logging in to your account, downloading software and installing it -- maybe it's just neater (conceptually and/or visually) to break that up.
