  There's also a free version of Claw, and of course GWindows,  at
www.adapower.com and John English's JEWL has a good reputation for
beginning Windows programming.
Claw is probably not as simple for a beginner, but it has head room - if
he gets seriously into Windows programming he can graduate to the
expensive version (but get it at a student discount).  Claw, even the
free version, also comes with a GUI builder, which he might appreciate.
