Well, for DOS there is one included with EZ2LOAD, and the usual text-based
IDE for gcc on DOS is RHIDE.

Or do you mean a text based IDE for a unix system ?

There are quit a number of CUA character-mode CUI's already (check simtel,
for example). Why not simply write a binding to one of those ?
