Probably not.

Due to a, um, interesting policy by the Air Force, they block access
from foreign sites. Not just, say, Syria, but Japan, and Australia too.
Cna't have furriners benefitting from US taxpayer-funded intellectual
property, even if said furriners might have created some of it.

Of course, they don't block access by US proxies, so any Al Qaeda types
can just go to
http://anon.free.anonymizer.com/http://www.stsc.hill.af.mil/crosstalk/2004/07/index.html
for example. This is the URL that should be used when accessing from Japan.
