Using Debriefing (http://www.debriefing.com/, probably the meta search
engine with the most relevant results) with the query

       "Ada compatibility guide" "Bill Taylor"

I got http://sw-eng.falls-church.va.us/AdaIC/news/Newsletter/9504/spring95.html
as the first result.

In this page, I found a reference to
ftp://sw-eng.falls-church.va.us/public/data/ftp/public/AdaIC/docs/compat-guide/
which contains a file called compat-guide6-0-ps.zip.

Debriefing is your friend :)
