I've had this problem, too. In my case, it was because Netscape 
automatically un-gzip-ed it for me, but didn't change the extension. You 
may want to do a "file gdb-4_17_gnat_3_11p_alpha-dec-osf4_0d.gz" and see if 
it is an executable.
