Related info on ACM's and ORBZ's indirect fight against spam:
Since 19 OCT 2001 ACM has occasionally blocked mail from open
relays identified by ORBZ. This has made terrible trouble for
me for about 4 periods since most of my mail originates on a
sloppy little ISP named Verizon.net. Many of my messages to
SIGAda Conference officers were thus blocked, since they receive
mail via their ACM remailer addresses. Barrages of complaints to
Verizon were sloughed off on the basis of Verizon not recognizing
ORBZ as a legitimate open relay identifier organization.
Verizon's aperiodically open relay has been in Vermont, I think.
Complaints to ACM then would eventually cause it to stop
filtering out (Black Holing) mail coming from Verizon.

An ORBZ System Administrator in New York State crashed an e-mail
system in Battle Creek, Michigan in the process of testing to see
if it was an Open Relay which could be used to spread spam, and
the law got after him. Could go to jail for 5 years.
ORBZ shut down most of the work of its web server.
