If you can somehow persuade programmers to put "structured comments in the
code" then you can probably persuade them to write good code.  In which
case their compilable specifications will be better documentation that
what normally comes out of javadoc.

Then if you want a Web version, use one of the two or three Ada to HTML
generators.
