I don't have the article here on my computer, but I think I have it
at home and will email it if my brain is still functioning when I get
there (hint: not a safe bet!!)

If memory serves, this article was a summary of a presentation I
made at the SIGAda meeting a year before at a workshop
sponsored by Bob Leif.  Looks like it took awhile to make it
into print!
