Perhaps an Ada pretty-printer could be used to "normalize" both
files prior to comparing.  I have little experience with such
formatters, so I can't recommend anything in particular, but some
could presumably take care of line breaks, indentation and other
white space, and case differences (and maybe strip comments as
well).
