STARS was developed by Raytheon and Hughes, with Raytheon as the
primary contractor. The primary system was written in C (not C++). Hughes,
now owned by Raytheon, wrote a backup system which may or may not
have been written in Ada.
I don't know much about the system, so I can't comment on the
accuracy of the USA Today article.
