The ACAA web server at www.ada-auth.org has been moved to a new machine. The
new server should be more reliable (the old server occasionally stopped
serving requests for no apparent reasons) and more responsive.

The only difference that ought to be visible to users of the site is that
the "~acats" part of the URL is no longer needed. (We've insured that it
still works, so you don't need to update your bookmarks.) So, access to the
master sites for the ACATS (www.ada-auth.org/acats.html) and AIs
(www.ada-auth.org/ais.html) is a bit easier to describe.
