FIRM's predecessor, RTDM, was developed under a government contract, and I
was told it is for this reason available (without support) at no charge
(possibly restricted to other U.S. Government contracts).  Normally, if
the U.S. Government pays for the development (as it did also for FIRM) the
government owns it, not the contractor.  However, it is possible to
negotiate other terms in contracts.

However, even if FIRM is free, it may not be practical to use it without
support from Lockheed Martin.
