I dislike moderation by a human person because of the disadvantage
of time delay as well as personal taste.
Moreover, from time to time one of us has some urgent need to
be helped for some off-topic topic :-)
for which I am grateful at least for one event in the past.

Therefore I recommend allowing subscribers only.
Upon fraud, skip her from the list.

This solution is simple but efficient.
